Off-plan or ready property in Dubai in 2026?
By Tyler Newman, Host of The Off Plan ShowLast updated
Off-plan spreads the price over the build and still makes up most Dubai sales: 76% of residential transactions in Q2 2026 (betterhomes, using DLD data). Ready property costs the full price at transfer, usually with a mortgage of up to 80% for an expatriate's first home under AED 5M, against a 50% cap on off-plan, but it can be lived in or rented from day one.
The 4% DLD fee applies to both. What differs is timing and risk: an off-plan buyer's money sits in a project escrow account for years before handover, while a ready buyer pays more upfront for a home they can inspect. Below we set out the published figures for each, with no predictions or advice.
Is off-plan cheaper than ready property per sq ft?
Not on the headline numbers. In September 2026, homes bought from developers (primary sales) had a median of AED 1,701 per sq ft, against AED 1,517 for resales, according to fäm Properties' report on DLD data. fäm points out that both channels include off-plan and ready units and different mixes of areas, so this isn't a like-for-like off-plan versus ready comparison.
The useful comparison is within one community. On our pages, Valia's one-beds at Dubai Creek Harbour work out at about AED 2,363–2,399 per sq ft at Emaar's starting price, and we set that against finished towers nearby. At The Valley, Emaar's newest townhouses are about AED 1,009–1,017 per sq ft, while ready 3-bed townhouses in Orania and Nara were registered at AED 2.58M–2.63M on 30 October 2026.
Compare the same size, view and age of building, and remember that an off-plan price buys a home years from now.

How does paying for each one work?
Off-plan is paid in stages; ready property is paid at transfer. On an 80/20 plan, as at Emaar's Valia, you pay 10% on booking, 70% in instalments during construction and 20% on completion. Sobha's towers are mostly 60/40, leaving 40% to the end. Our guide to off-plan payment plans explains each split.
A ready home is usually bought with savings plus a mortgage. The Central Bank's rules, as Khaleej Times set out in August 2026, let expatriates borrow up to 80% of a first home worth under AED 5M, 70% above that and 60% on a second or investment property. Lending on an off-plan purchase is capped at 50% for every buyer.
The table shows the cash needed in each case on the same AED 1.96M price. It is an illustration, not a quote: bank fees, valuation and the DLD's mortgage registration fee add to the ready column.
| Off-plan: Valia 1-bed, 80/20 | Ready: AED 1.96M flat, 80% mortgage | |
|---|---|---|
| Due at the start | AED 196,000 (10%) + AED 78,400 DLD fee | AED 392,000 deposit (20%) + AED 78,400 DLD fee |
| During construction | AED 1,372,000 in seven instalments to an estimated Sep 2029 | Monthly mortgage payments from day one |
| At handover | AED 392,000 (20%), est. Dec 2030 | None |
| Can it earn rent now? | No, not until handover | Yes |

When does rental income start?
With ready property, as soon as you find a tenant. With off-plan, only after handover, and handover dates on current launches run years ahead. On our pages, The Valley's newest clusters hand over from June 2028 to December 2029, Greencrest in June 2029, Sobha Hartland II's towers from December 2028 to June 2030, Sobha Central from December 2029, and Emaar's Golf Fields, Golf Trails and Valia in an estimated September to December 2030.
That gap matters for anyone planning around income. An off-plan buyer pays instalments with no rent coming in; a ready buyer may cover part of a mortgage with rent from the start. The trade is that the off-plan buyer is paying in stages rather than all at once.
Construction-linked handover dates are estimates. Emaar labels them as such on its schedules, and the binding date is the one in your SPA. Supply arriving at the same time can also affect rents at handover, which is covered below.
How is an off-plan buyer protected if something goes wrong?
Mainly through escrow. The DLD describes the escrow account as a bank account of the project into which off-plan buyers' payments are deposited, with payments out limited to the project's contractors, consultants and marketing, and marketing capped at 5% of total sales. If a project is cancelled, the DLD's liquidation section requires the developer to return buyers' money within 60 days of the cancellation decision, extendable, with the courts as the next step.
You can track a project's completion on the DLD website or app by plot number, project number or name, and the DLD says an investor can obtain a technical auditor's completion report for a fee of AED 15,000.
A ready buyer's checks are different: you can inspect the home, read the building's RERA-approved service charge history in the DLD's Service Charge Index and see what similar units have sold for. What you can't get with ready property is a new home's specification or a payment plan.

How much new supply is coming?
More than in any year since 2008. Cushman & Wakefield Core expects about 55,600 homes to be completed in Dubai in 2026, including more than 13,218 delivered in Q2 and about 32,000 due in the second half, and projects more than 60,000 in 2027 (Khaleej Times, 20 August 2026).
New launches slowed at the same time. The same report counted apartment launches down about 58% and villa launches down about 78% year on year in the first half of 2026. It said prices held largely steady, with developers changing payment plans and using DLD fee waivers, bulk discounts and higher broker commissions to support sales.
For a buyer the relevant question is supply in your community and handover year. A ready home competes with today's stock; an off-plan home will compete with whatever completes around its handover. Forecasts differ between firms, and scheduled completions often slip, so treat these as planning figures.
| Indicator | Figure | Source |
|---|---|---|
| Completions expected in 2026 | About 55,600 homes | Cushman & Wakefield Core |
| Completions projected for 2027 | 60,000+ homes | Cushman & Wakefield Core |
| Delivered in Q2 2026 | 13,218+ homes | Cushman & Wakefield Core |
| Apartment launches, H1 2026 | About −58% year on year | Cushman & Wakefield Core |
| Villa launches, H1 2026 | About −78% year on year | Cushman & Wakefield Core |

How many buyers are choosing off-plan in 2026?
Most of them. betterhomes, using DLD data, counted 26,338 off-plan sales in Q2 2026, 76% of residential transactions and up from 68% in Q1, against 8,512 secondary sales. Off-plan volumes fell 12% year on year, while secondary volumes fell 59%. Average sale prices by type moved differently: apartments AED 1.79M, down 12.3%; townhouses AED 3.65M, up 15.4%; and villas AED 13.77M, up 6.4%.
In September, fäm Properties counted 7,283 primary sales (64.2% of the total) against 4,057 resales, with total sales of 11,340, down 44.2% on September 2025. Our guide on whether Dubai property is crashing sets out the wider 2026 figures.
The high off-plan share reflects how much new stock developers are selling, as well as buyer preference. It doesn't tell you which suits you; the next sections do more of that.

Can you sell an off-plan home as easily as a ready one?
Not always. A ready home can be sold at any time, subject to clearing any mortgage, with the DLD's 4% fee and trustee office fees on the transfer. An off-plan home can be resold before handover only once the developer issues a No Objection Certificate, and developers usually require a minimum share of the price to be paid first. Emaar's FAQ, for example, says Preferred Access units can't be transferred until at least 50% is paid, and full-floor purchases can't be transferred before handover.
The DLD's 4% fee is charged on an off-plan resale too, and the buyer takes over the remaining instalments. If payments are overdue, the developer won't issue the NOC.
Read the transfer clause in your SPA before you buy if you might need to sell early. Our guides to selling off-plan before handover and to missed off-plan instalments cover the process in detail.

Do off-plan and ready homes count the same for a Golden Visa?
At the federal level, both can. The ICP guide offers a 10-year Golden Residency to investors who own UAE property worth at least AED 2M, which can be financed by an approved local bank, or who have bought one or more off-plan units worth at least AED 2M from a developer approved by the local authority.
The difference is in the detail of each emirate's process. Dubai's DLD investor service asks for property bought for AED 2M or more, and Abu Dhabi's ADDED asks off-plan buyers for proof that at least AED 2M has been paid to the developer. Our guide to buying off-plan in Abu Dhabi covers that rule.
On our Dubai pages, The Valley's newest townhouses from AED 2.48M are above the threshold at their entry price; the one-beds at Emaar South, Greencrest, Valia and Sobha's towers start below it. Confirm the current rule with ICP or the DLD before relying on a visa.

So which suits whom?
On the published facts, off-plan suits a buyer who doesn't need the home or the rent for several years, wants to pay in stages rather than with a large mortgage deposit, and is comfortable with escrow-protected payments to a project that isn't built yet. It needs a plan for the handover payment and some flexibility on dates.
Ready property suits a buyer who wants to live in or rent out the home now, can fund a deposit of 20% or more plus fees, and prefers to inspect what they're buying and see its service-charge history. With up to 80% lending for an expatriate's first home under AED 5M, against 50% on off-plan, it can also be the route that needs less of your own money in total.
Either way, compare the specific unit: price per sq ft against recent sales nearby, the payment schedule or mortgage terms, the handover date and the service charge. We don't give investment advice.
