DAMAC Lagoons or The Valley by Emaar: how do they compare?
By Tyler Newman, Host of The Off Plan ShowLast updated
Both are townhouse-led communities in Dubai's suburbs, but they sit at different stages. Emaar lists The Valley's newest 3 and 4-bed townhouses from AED 2.48M, about AED 1,010 per sq ft, on an 80/20 plan with handover between June 2028 and December 2029. At DAMAC Lagoons, the newest townhouse cluster, Morocco Phase 2, is listed on portals from about AED 3.1M for a 4-bed (about AED 1,360 per sq ft) on 20/40/40 with handover due in Q4 2026, and resale 4-beds in finished clusters are asked from about AED 2.25M.
Neither developer has published service charges for the homes on sale. Below we set the two side by side on published facts only, then map which suits which buyer by budget, timing and lifestyle. We don't pick a winner.
How do DAMAC Lagoons and The Valley compare at a glance?
DAMAC Lagoons is a 49 million sq ft community on Hessa Street, opposite DAMAC Hills, with 8,883 villas and townhouses and 4,800 apartments planned, according to DAMAC. Its clusters are themed on Mediterranean places around man-made lagoons. The Valley is Emaar's townhouse and villa community on Dubai-Al Ain Road, launched in November 2019, with 24 projects listed on emaar.com.
The table uses the figures on our two project pages, checked on 31 October 2026. Where a developer doesn't publish a figure, we say where it comes from. Prices per sq ft are the listed price divided by the listed area, so they are a guide, not a valuation.

Where are they, and how long are the drives?
Emaar's figures put The Valley about 25 minutes from both Downtown Dubai and Dubai International Airport, 8 minutes from Dubai Outlet Mall and 5 minutes from the Sevens Stadium. Emaar's community page also puts Al Maktoum International Airport about 7 km away. The Valley sits past Arabian Ranches III on Dubai-Al Ain Road, linked to Jebel Ali-Lahbab Road.
DAMAC's October 2026 Sorrento brochure puts DAMAC Lagoons 20 minutes from Expo City and Global Village, 25 from Mall of the Emirates, 28 from Al Maktoum International Airport and Palm Jumeirah, 30 from Downtown Dubai and 35 from Dubai International Airport. It sits on Hessa Street with links to Sheikh Mohammed Bin Zayed Road, Emirates Road and Al Khail Road.
These are each developer's own drive times, measured their own way. Lagoons is closer to the Al Khail and Sheikh Mohammed Bin Zayed corridor and the Expo side of the city; The Valley is further out along the Al Ain road. Drive the route you would use at the hour you would use it.

What homes can you buy, and how big are they?
Both communities are mostly townhouses, but the mix differs. At DAMAC Lagoons, DAMAC's clusters are mainly 4 and 5-bed townhouses, with villas of 6 and 7 bedrooms in Morocco Phase 2 and Malta. DAMAC doesn't print sizes on its Lagoons floor plans, so the areas we use come from portal listings: about 2,270–2,290 sq ft for a 4-bed and about 3,050–3,470 sq ft for a 5-bed. Since 2024 DAMAC has added apartments: Sorrento studios are 341–523 sq ft and 1-beds 723–879 sq ft.
The Valley's newest clusters are 3 and 4-bed townhouses. On Emaar's floor plans, 3-beds run from about 2,400 to 2,520 sq ft and 4-beds from about 2,660 to 2,920 sq ft, including the garage and terraces. Rivera's 4-bed semi-detached homes are about 3,690–3,710 sq ft, and the Avelia and Ovelle villas are about 4,350–7,970 sq ft.
So a buyer looking for a 3-bed townhouse will find more choice at The Valley, while 5-bed townhouses and very large villas are more common at Lagoons.
How do the prices and price per sq ft compare?
At The Valley, Emaar publishes one from-price per cluster. The newest townhouses start at AED 2,480,000 (Velora, Venera), AED 2,720,000 (Kaia), AED 2,890,000 (Elva), AED 2,930,000 (Velora 2), AED 2,990,000 (Elea) and AED 3,170,000 (Vindera). That is about AED 1,010 per sq ft at Velora and Venera and about AED 1,190–1,220 at Elea, Elva and Velora 2, if the from-price is for the smallest home. Property Finder's DLD-based data shows 1,147 sales at The Valley in the year to October 2026, averaging AED 4.24M.
DAMAC shows Lagoons villa and townhouse prices as on request. Property Finder lists Morocco Phase 2 4-beds from AED 3,114,000 for 2,286 sq ft, about AED 1,360 per sq ft. In the finished Malta, Marbella, Mykonos and Ibiza clusters, resale 4-beds were asked at about AED 2.25M–3.0M in October 2026, roughly AED 980–1,310 per sq ft.

What are the payment plans?
Most of The Valley's newer clusters use Emaar's standard 80/20 plan: 10% on booking, 70% during construction and 20% on handover, as listed by Property Finder, Bayut and Dubizzle and stated in Emaar's Q4 2026 agent notice. Vindera and Rivera launched on 90/10: 10% on booking, 80% during construction and 10% on handover.
DAMAC Lagoons plans vary by cluster. Morocco Phase 2 is 20/40/40: 20% on booking, 40% during construction and 40% on handover (Property Finder and UAE-Offplan). DAMAC's own pages show 60/40 for Mykonos and Marbella. Sorrento, the apartment cluster on sale now, is 50/50, which brokers break down as 5% on booking, 45% during construction and 50% on completion.
Worked example: on a AED 2.48M Valley townhouse at 80/20, AED 496,000 is due at handover. On a AED 3.114M Morocco Phase 2 townhouse at 20/40/40, AED 1.25M is due at handover. Both carry the 4% DLD fee on top, paid at booking.

| On handover | 20% | 40% |
| Due at handover on the from-price | AED 496,000 (on AED 2.48M) | About AED 1.25M (on AED 3.114M) |

When are the homes handed over, and what is already built?
DAMAC Lagoons is further along. Property Finder records Malta as complete in September 2025 and Marbella in December 2025, DAMAC's pages show Q4 2025 for Mykonos and Q2 2026 for Ibiza, Morocco Phase 2 is due in Q4 2026 and Sorrento in Q1 2030. In September 2026 DAMAC said it was targeting about 6,300 Lagoons handovers in 2026, up from about 513 in 2025, with infrastructure and related works more than 80% complete (Khaleej Times, 1 September 2026).
At The Valley, several earlier clusters are complete. DLD's project registry, as shown by Real Estate Club Dubai, records Elora finished on 13 March 2026 and Farm Gardens on 6 April 2026. Emaar doesn't put dates on its pages for the clusters on sale; portals give June 2028 for Elea, July to September 2028 for Kaia, Velora, Velora 2 and Venera, October to December 2028 for Elva, Rivera and Vindera, and December 2029 for Ovelle and Avelia.
For any unit, the binding date is the one in your SPA.
What amenities does each community have?
DAMAC Lagoons is built around water. DAMAC lists lagoons with white-sand beaches (and a black-sand beach in Santorini), a wave pool with a surf simulator, a floating amphitheatre and open-air cinema, waterside restaurants and cafes, plus themed amenities in each cluster, such as canals and gondola rides in Venice and a skate park and bike trails in Nice. DAMAC describes some activities, such as ziplining and climbing, as planned.
The Valley is built around parks and a town centre. Emaar lists a 32,000 sqm Town Centre, a 47,000 sqm Golden Beach, a 25,000 sqm Sports Village and a 13,000 sqm Kids Dale. Emaar's Phase Two brochures add a 250,000 sqm central park, a 38 km cycling loop, eight neighbourhood parks, five clubhouses, two schools and a hospital.
Both lists come from the developers. Which amenities are open on a given date is something to check on a site visit.
What are the service charges?
Neither developer has published a service charge rate for the homes on sale, as of 31 October 2026. In Dubai, RERA, part of the Dubai Land Department, approves each community's service charge budget, and owners see the approved rate on the DLD's Mollak system. For clusters still under construction, the budget is usually set nearer handover.
Both communities now have handed-over clusters: Malta and Marbella at Lagoons, and Elora, Farm Gardens and other earlier clusters at The Valley. Their approved rates can be checked in the DLD Service Charge Index by registered project name. We have left out per-sq-ft figures quoted by brokers because none is published by the developer or confirmed by the index.
The maths is simple once a rate exists: on a 2,500 sq ft townhouse, every AED 1 per sq ft adds about AED 2,500 a year. Ask the seller for recent service charge invoices if you buy resale.
Which suits whom?
This depends on what you need, not on which is better. If your budget is about AED 2.5M and you want a new 3-bed townhouse, The Valley's Velora and Venera are listed from AED 2.48M, and Lagoons' new townhouses start higher, at about AED 3.1M for a 4-bed. If you want to move in sooner, Lagoons has complete clusters with resale townhouses from about AED 2.25M, while The Valley's on-sale clusters hand over from mid-2028; The Valley's finished clusters are resale too.
If you prefer a smaller payment at handover, The Valley's 80/20 leaves 20% to pay then, against 40% on Morocco Phase 2's 20/40/40. If you want an apartment rather than a townhouse, only Lagoons offers one, from AED 680,000 at Sorrento.
On lifestyle, Lagoons is built around beaches and water features, and The Valley around parks, a town centre and cycling trails. On location, compare each drive at your own commute time. Visit both before you decide.
| If you want… | DAMAC Lagoons | The Valley |
|---|---|---|
| A new townhouse under AED 3M | Resale only (from about AED 2.25M) | Velora, Venera, Kaia, Elva, Velora 2, Elea (AED 2.48M–2.99M) |
| To move in within a year | Resale in Malta, Marbella and other finished clusters | Resale in earlier finished clusters |
| A smaller balance at handover | 50/50 or 20/40/40 by cluster | 80/20 or 90/10 |
| A 5-bed townhouse | Mykonos, Ibiza, Marbella, Malta, Morocco Phase 2 | Not in the newest clusters |
| An apartment | Sorrento, from AED 680,000 | Not offered |
| Water and beach amenities | Lagoons, beaches, wave pool | Golden Beach (47,000 sqm) |

Quick answers
Which is cheaper, DAMAC Lagoons or The Valley?
For new townhouses, The Valley starts lower: Emaar lists Velora and Venera from AED 2.48M, while Morocco Phase 2 at Lagoons is listed on portals from about AED 3.1M for a 4-bed. Lagoons resale townhouses are asked from about AED 2.25M, and Lagoons has the lowest entry overall with Sorrento studios at AED 680,000.
Which hands over first?
DAMAC Lagoons. Malta and Marbella are complete, Morocco Phase 2 is due in Q4 2026, and DAMAC targets about 6,300 Lagoons handovers in 2026. The Valley's clusters on sale now are due between June 2028 and December 2029, though earlier Valley clusters such as Elora are complete.
What payment plans do they use?
Most new Valley clusters are 80/20 (10% booking, 70% during construction, 20% on handover); Vindera and Rivera launched on 90/10. At Lagoons, Morocco Phase 2 is 20/40/40 and Sorrento is 50/50. Add the 4% DLD fee to either.
Are service charges published for either community?
No. Neither DAMAC nor Emaar has published a rate for the homes on sale. RERA approves budgets nearer handover; for finished clusters, check the DLD Service Charge Index.
Which is closer to Downtown Dubai?
By each developer's own figures, The Valley is about 25 minutes from Downtown and DAMAC Lagoons about 30 minutes. They measure differently, so test the drive yourself.
