What are service charges on Dubai villas, and what does 'chiller free' mean?
By Tyler Newman, Host of The Off Plan ShowLast updated
Service charges are the annual fees every owner pays to manage, run, maintain and repair a community's shared parts, as defined in Dubai's Law No. 6 of 2019 on jointly owned property. A management company cannot collect them until RERA, the Dubai Land Department's regulator, has approved the budget, and each owner's share follows the area of their unit, which is why rates are quoted per square foot.
'Chiller free' is not a type of air conditioning. It is a listing term meaning the occupant gets no separate cooling bill. For new villa communities, including the six on our site, developers have not yet published service charges, so check the DLD Service Charge Index for the cluster before you buy.
What is a service charge on a Dubai villa?
Dubai's Law No. 6 of 2019 Concerning Ownership of Jointly Owned Real Property defines service charges as the annual charges collected from owners to cover the cost of management, operation, maintenance and repair of the shared parts of a property. The DLD's FAQ uses almost the same words: the annual financial charges approved by RERA and collected from owners to cover management and maintenance.
The law is not only about apartment towers. Its definition of jointly owned property includes land subdivided into units or plots for individual ownership, and its master project definition covers residential compounds. So a villa or townhouse in a gated community pays its share of the community's shared costs, even though the owner looks after their own house.
In a villa community, shared costs can include internal roads, landscaping, security, community pools and parks, and the management company that runs them. The RERA-approved budget sets out exactly what your community's charge covers.
Who sets the rate, and can it go up?
The management company proposes a budget each year, and it needs approval before anyone is billed. Under Article 27 of Law No. 6 of 2019, a management entity may not collect service charges without RERA's approval, and RERA may not approve a budget unless an audit firm it recognises has approved it first. RERA can approve a temporary budget where needed.
The DLD's FAQ repeats the point from the owner's side: management companies should not claim service charges until RERA has approved them, and legal measures apply to those who do. The DLD's Mollak system exists to apply this governance to jointly owned properties, regulate management companies and monitor service charges.
Because the budget is set annually, the rate can change from year to year, up or down, as the community's actual costs change. The approved figure for each year is what counts, which is why it is worth checking the history in the index rather than relying on a figure quoted in a listing.
How is a villa service charge calculated?
By area. Article 25 of Law No. 6 of 2019 says each owner's share of the annual service charges follows the ratio of their unit's area to the total area of the property, using the method the DLD's Director General approves. The area used is the one recorded in the Real Property Register, not a marketing figure.
That is why charges are quoted in AED per square foot. The maths is simple: every AED 1 per sq ft on a 2,500 sq ft townhouse adds AED 2,500 a year. Multiply the approved rate by your registered area to get your annual charge.
One caution on area. Developer floor plans often quote a total that includes garages, terraces or balconies. On our The Valley page, for example, Emaar's 3-bed townhouses in the newest clusters run from about 2,400 to 2,520 sq ft including the garage and terraces. Your registered area, and how the approved method treats those spaces, decides the bill.
How do you check the approved service charge for a community?
Use the DLD's Service Charge Index. It lets anyone check the service fees RERA has approved for jointly owned properties in Dubai. You choose the project, the usage (such as villa) and the year, and the result displays immediately. It is available on the DLD website, through the Mollak section of the website, and in the Dubai REST app. The DLD's support line is 800 4488.
Three tips make the search more useful. Search by the registered project or cluster name, which can differ from the marketing name. Check more than one year, so you can see how the approved rate has moved. And match the usage: a community can have different rates for villas, townhouses and any apartments or retail within it.
If a community is still under construction, there may be no approved budget yet, and nothing will show. In that case the SPA is the place to look for how service charges will be set and when they start.
What are the service charges in DAMAC Lagoons, The Valley, Emaar South and other new villa communities?
For the six villa communities on our site, none of the developers has published a service charge per square foot on its website or in the documents we hold, as of 31 October 2026. Most of the homes on sale are still under construction, so there may be no approved budget yet. Where clusters have been handed over, the approved rate is in the DLD Service Charge Index, searchable by project name.
We have left out the per-square-foot figures quoted on portals and broker sites, because none of them is published by the developer or confirmed by the DLD index. When an approved rate appears, we will add it to the project page with the year it applies to.
| Community | Developer | Stage (from our project page) | Published service charge |
|---|---|---|---|
| DAMAC Lagoons | DAMAC | DAMAC says handovers are under way; newer clusters due Q4 2026 to Q1 2030 | Not published by DAMAC; check the DLD index for handed-over clusters |
| The Valley | Emaar | Launched in 2019; newest clusters selling off-plan | Not published by Emaar; check the DLD index for earlier clusters |

What is district cooling, and what does 'chiller free' mean?
District cooling is a central system: a cooling plant chills water and pumps it through underground pipes to many buildings, which use it for air conditioning. Providers in Dubai include Empower, Tabreed, Emicool, Emaar District Cooling and Palm District Cooling, and the sector is regulated by the Regulation and Supervision Bureau for Electricity and Water of Dubai (RSB). District cooling bills usually have two parts: a consumption charge for the cooling you use, and a fixed capacity charge for the capacity reserved for your unit, payable whether you use it or not.
'Chiller free' is not a cooling system. As Gulf News put it in July 2026, it is a feature of a rental property: the landlord pays the cooling charges, so the tenant gets no separate cooling bill. Electricity and water are still billed separately.
Service charges can include cooling too. The DLD noted in 2020 that charges for jointly owned buildings include chiller charges for the common areas. For a villa, ask how your home is cooled and who bills it, and check the SPA.
When do service charges start, and what should you check in the SPA?
Your SPA is the reference. Ellington's buyer FAQ, for example, says all details of service fees are in the SPA, and that charges are based on the yearly cost of maintaining the common areas as approved by RERA. Look for when service charges begin, whether any period is covered by the developer, and how the community's cooling is supplied.
Launch incentives sometimes cover service charges for a set time. On our Yas Riva Reserve page in Abu Dhabi, launch buyers were offered five years without service charges. If an offer like this applies, make sure it is written into your SPA or an addendum, with the start date and length stated.
Once you own a completed home, you pay through the channels on the invoice. The DLD's FAQ lists the regulated bank account shown on the invoice, with the payment slip sent to the management company, or Noqodi by wallet, credit card or net banking.
What happens if service charges aren't paid?
The law gives management companies strong tools, so it pays to budget for the charge from day one. Under Article 32 of Law No. 6 of 2019, the management entity has a lien on the unit for unpaid charges, and the unit cannot be sold until they are paid. After a written notice approved by RERA, the owner has 30 days to pay; if they don't, the claim can go to the execution judge at the Rental Disputes Settlement Centre (RDSC), who may order the unit sold at public auction, with court fees and costs added.
Owners cannot avoid the charge by renting out the home. A lease can make the tenant responsible, but Article 16(b) says the owner is not released from liability for service and usage charges if the tenant fails to pay. Article 28 adds that an owner may not refuse to pay charges RERA has approved.
If you disagree with a charge, the RDSC has exclusive jurisdiction over disputes under the law (Article 42). Start by asking the management company for the RERA-approved budget.
Quick answers
How are villa service charges calculated in Dubai?
By area. Under Article 25 of Law No. 6 of 2019, each owner's share follows their unit's registered area as a proportion of the whole property, so the approved rate is quoted in AED per sq ft and multiplied by your registered area.
Where can I find the official service charge for a community?
In the DLD Service Charge Index, on the DLD website, through Mollak or in the Dubai REST app. Choose the project, the usage and the year to see the RERA-approved fee.
What are DAMAC Lagoons service charges?
DAMAC has not published a rate on its website. For clusters that have been handed over, check the DLD Service Charge Index by project name. Figures on portals are not confirmed by DAMAC or the DLD.
Is The Valley by Emaar chiller free?
Emaar has not published cooling or service charge details for The Valley on its website. 'Chiller free' is a rental listing term meaning no separate cooling bill, so ask how the specific home is cooled and check the SPA.
Can a management company charge whatever it likes?
No. Under Article 27 of Law No. 6 of 2019, it cannot collect service charges until RERA approves the budget, and RERA needs an audit firm's approval first.
What happens if I don't pay my service charges?
The management company holds a lien on the home, which can't be sold until the charges are paid. After a RERA-approved notice and 30 days, the claim can be enforced through the Rental Disputes Settlement Centre.
