Can foreigners buy off-plan in Abu Dhabi, and where?
By Tyler Newman, Host of The Off Plan ShowLast updated
Yes, but only in Abu Dhabi's designated investment zones if you aren't a UAE or GCC national. The UAE government portal says an April 2019 amendment lets non-citizens own property in those zones and names eight: Yas Island, Saadiyat, Al Reem, Al Maryah, Al Raha Beach, Seih Al Sdeirah, Al Reef and Masdar City.
The developer registers your purchase with the Abu Dhabi Real Estate Centre (ADREC) on its DARI platform, and the fee is 2% of the price plus an AED 400 admin fee, against 4% in Dubai. Three of the four Abu Dhabi launches on our site, Talay, Sei Saadiyat and Yas Riva Reserve, are in zones the portal names; the fourth, Y Views at BAYN in Ghantoot, is not on that list.
Can a foreigner own off-plan property in Abu Dhabi?
Yes, within the investment zones. The UAE government portal (u.ae) explains that Abu Dhabi's property ownership law, Law No. 19 of 2005, originally allowed expatriates to own only apartments, and that an amendment in April 2019 allowed non-citizens to own property in the emirate's investment zones. Outside those zones, freehold ownership is reserved for UAE and GCC nationals.
ADREC's published regulations define investment areas as areas specified by a decision of the Executive Council, so the list is set by government decision rather than by developers or brokers.
Dubai works differently. There, the portal says, foreigners can buy outright, with no time limit, in the areas designated for freehold. Our Abu Dhabi vs Dubai guide compares the two emirates side by side.
If you are buying off-plan, the title you will receive is set out in your Sale and Purchase Agreement (SPA): ownership or Musataha, a long-term development right. DARI registers both, at different fees, so check which one your SPA names before you pay.

Which areas are investment zones?
The UAE government portal says there are nine investment zones in Abu Dhabi but lists eight by name. The table shows them as published, with the islands and districts where most current off-plan launches are concentrated.
Saadiyat and Yas are where Aldar's 2026 launches on our site sit. Al Reem, Al Maryah and Al Raha Beach are the established apartment districts; Masdar City, Al Reef and Seih Al Sdeirah are on the mainland.
The list on the portal is the official one we found. Marketing material sometimes describes other areas as open to all nationalities. If a project is outside the eight named zones, ask the developer which decision makes it available to foreign buyers, and confirm the title type with ADREC before you book.
| Investment zone (as named on u.ae) | Launches on our site |
|---|---|
| Yas Island | Yas Riva Reserve (Aldar) |
| Saadiyat | Talay (Aldar), Sei Saadiyat (Aldar) |
| Al Reem | None yet |
| Al Maryah | None yet |
| Al Raha Beach | None yet |
| Seih Al Sdeirah | None yet |
| Al Reef | None yet |
| Masdar City | None yet |

Which Abu Dhabi off-plan launches can foreigners buy now?
We cover four current launches in Abu Dhabi, all launched between August and September 2026. Aldar's Talay is the first residential release at Marsa Al Saadiyat: 351 villas from AED 13.5M. Aldar's Sei Saadiyat, in Saadiyat Cultural District, has apartments from AED 2.95M. Aldar's Yas Riva Reserve has 292 villas on Yas Island from AED 7.9M. ORA's Y Views at BAYN, in Ghantoot near the Dubai border, has villas from AED 7.4M.
Aldar's three launches are on 50/50 plans with 5% down, so half the price is due at handover. ORA's is 60/40, with 10% on reservation and 10% on signing the SPA.
All four are registered with ADREC, not the Dubai Land Department, which is why the fee is 2%. Several broker sites list Y Views and Sei Saadiyat as Dubai projects; both are in Abu Dhabi.
| Project | Area | On the u.ae zone list? | From | Plan | Handover |
|---|---|---|---|---|---|
| Talay (Aldar) | Marsa Al Saadiyat, Saadiyat Island | Yes (Saadiyat) | AED 13.5M (4-bed villa) | 50/50 | Q4 2029; Talay Beach Q4 2030 |
| Sei Saadiyat (Aldar) | Saadiyat Cultural District | Yes (Saadiyat) | AED 2.95M (1-bed) | 50/50 | From Q4 2030 |
| Yas Riva Reserve (Aldar) | Yas Island | Yes (Yas Island) | AED 7.9M (4-bed villa) | 50/50 | Q3 2030 (expected) |
| Y Views at BAYN (ORA) | Ghantoot | Not named | AED 7.4M (4-bed villa) | 60/40 | Dec 2029 |

What about Ghantoot and Y Views at BAYN?
Ghantoot isn't among the eight investment zones named on the UAE government portal, and we haven't found an official zone list or government decision that adds it. That doesn't mean foreigners can't buy there; it means we can't point to a published government source that says they can.
Broker listings describe BAYN as freehold for all nationalities. ORA's fact sheet says the 2% ADREC registration fee is paid when you sign the SPA, so the sale is registered on DARI like any other Abu Dhabi off-plan sale.
Before booking, ask ORA in writing which title you will receive (ownership or Musataha) and the basis on which non-GCC buyers can hold it, and check that the DARI sale certificate shows that title once registered. A property lawyer can review the SPA. We'll update this page if an official source confirms Ghantoot's status.

How is an off-plan purchase registered in Abu Dhabi?
The developer does it on DARI, ADREC's platform, not the buyer. According to DARI's help guide, the developer enters the sale date, project completion date, price, payment plan and the party paying the fees, adds each buyer's details and uploads the SPA, plus a power of attorney if someone signs for you. The request goes to the Department of Municipalities and Transport for approval.
Once approved, whoever is paying the fee receives a notification, logs in to DARI and pays. A certificate of sale for the off-plan unit is then issued, and both the developer and the buyer can download it.
Timing is fixed: DARI says the developer should register the sale within 21 days of the actual sale date, and a late fee of AED 10,000 applies after that. Abu Dhabi's Law No. 3 of 2015 also allows a buyer to mortgage the right to an off-plan unit recorded in the register.
Keep the DARI certificate with your SPA: it is your evidence that the purchase is recorded.
DARI help centre, Off-plan unit sale registration; DARI, Off-plan unit buy and sell registration.
What does it cost on top of the price?
DARI lists the registration fee for an off-plan unit sale as 2% of the sale price for ownership, or 1% for Musataha, plus an electronic administrative fee of AED 400 before 5% VAT. Some launches waive it: Aldar's Yas Riva Reserve fact sheet offered launch buyers a waiver of the 2% fee, and its Sei Saadiyat launch page lists a 2% fee waiver too. Check whether a waiver still applies to your unit and that it is written into your offer.
The table shows the standard fee on each launch's entry price, before any waiver. Service charges come later; none of the four developers has published a rate yet, although Aldar offered Yas Riva Reserve launch buyers five years without service charges.
| Project | Price used | 2% fee | Note |
|---|---|---|---|
| Sei Saadiyat | AED 2.95M (1-bed) | AED 59,000 | Aldar launch page lists a 2% fee waiver |
| Y Views at BAYN | AED 7.4M (4-bed) | AED 148,000 | Paid on signing the SPA (ORA) |
| Yas Riva Reserve | AED 7.9M (4-bed) | AED 158,000 | Launch waiver offered (Aldar fact sheet) |
| Talay | AED 13.5M (4-bed) | AED 270,000 | No waiver on our page |
Fees: DARI off-plan unit buy and sell registration. Prices and waivers: our project pages. Add AED 400 + VAT admin fee to each.
How is your money protected while it's built?
Off-plan payments in Abu Dhabi go into a project escrow account, managed by an account trustee, under Law No. 3 of 2015, which ADREC publishes. Article 19 of that law controls payments out of the account and says nothing deposited may be paid out until the developer has completed at least 20% of the project; ADREC's Administrative Decision No. 24 of 2025 sets the conditions for any disbursement before that point.
The law also sets out what happens if a buyer misses a payment. As amended by Law No. 2 of 2025, the developer must give 60 days' notice before it can act, and ADREC can invite both sides to an amicable settlement. Our guide to missed off-plan instalments explains both emirates' processes.
In practice: pay only into the escrow account named in your SPA, keep every receipt, and make sure the sale is registered on DARI within 21 days of signing.

Will an Abu Dhabi off-plan home get you a Golden Visa?
It can, but Abu Dhabi's rule counts what you've paid, not the price. The federal ICP guide offers a 10-year residency for off-plan units worth at least AED 2M bought from an approved local developer. Abu Dhabi's ADDED page asks for a purchase agreement with an approved developer and evidence that at least AED 2M has already been paid to the developer. If the home is mortgaged, ADDED says your own capital in it must still be at least AED 2M.
On the plans on our site, that point arrives at different times. On Talay's schedule, 15% (AED 2.025M) is paid by the September 2027 instalment. At Yas Riva Reserve, 30% (AED 2.37M) is paid with the November 2028 instalment. At Y Views, 20% (AED 1.48M) is paid by the SPA and the threshold is passed during the construction instalments, whose dates ORA hasn't published. A AED 2.95M Sei Saadiyat 1-bed reaches AED 2M only with the handover payment.
Rules change, so confirm with ADDED or ICP before relying on a visa.

Quick answers
Can a British or other non-GCC buyer buy off-plan in Abu Dhabi?
Yes, in the investment zones. The UAE government portal names Yas Island, Saadiyat, Al Reem, Al Maryah, Al Raha Beach, Seih Al Sdeirah, Al Reef and Masdar City.
Is the registration fee 2% for off-plan in Abu Dhabi?
Yes. DARI lists 2% of the sale price for ownership (1% for Musataha) plus an AED 400 admin fee before VAT. Some launches waive the 2%.
Is Ghantoot an investment zone?
It isn't on the list published on the UAE government portal, and we haven't found an official source adding it. Brokers describe BAYN as freehold for all nationalities; ask ORA to confirm your title in writing.
Who registers my purchase?
The developer, on ADREC's DARI platform, within 21 days of the sale. You pay the fee if your contract says so and can then download the sale certificate.
Does Abu Dhabi off-plan qualify for the Golden Visa?
Abu Dhabi's ADDED asks for proof that at least AED 2M has been paid to the developer, so the date you qualify depends on your payment plan.
Is my money held in escrow?
Yes. Law No. 3 of 2015 requires off-plan payments to go into a project escrow account, and nothing can be paid out until the developer has completed at least 20% of the project, subject to ADREC's 2025 decision on earlier disbursements.
