How do you buy off-plan in Dubai from the UK?
By Tyler Newman, Host of The Off Plan ShowLast updated
You can buy off-plan in Dubai's freehold areas as a UK resident without living in the UAE: you reserve the unit, sign the Sale and Purchase Agreement (SPA), and the developer registers it with the Dubai Land Department (DLD) within 90 days. For non-residents, the DLD asks for a copy of a valid passport.
Budget for the DLD fee of 4% of the price on top, so AED 78,400 (about £16,000) on a AED 1.96M one-bed at Emaar's Valia. If you are UK resident, HMRC normally taxes rent from overseas property, and Capital Gains Tax can apply when you sell.
Can a UK resident buy off-plan property in Dubai?
Yes. The UAE government portal says foreigners can buy in Dubai's designated freehold areas and get outright ownership with no time limit, under Dubai's Regulation No. 3 of 2006. Title is issued by the Dubai Land Department.
You don't need a UAE visa or Emirates ID to buy. On the DLD's service for registering an off-plan sale, the documents for individuals are a copy of the SPA, a copy of a valid Emirates ID, or a copy of a valid passport for non-residents, plus a power of attorney if someone signs for you.
The Dubai launches we link below are all registered with the DLD. Abu Dhabi is different: non-GCC buyers can own only in designated investment zones, and the fee is 2% rather than 4%. Our Abu Dhabi vs Dubai guide covers that comparison.

What are the steps from reservation to registration?
First, you reserve the unit. Some developers take an expression of interest (EOI) before launch: Nakheel took EOIs for its Palm Jebel Ali Frond F villas from 20 August 2026 with a minimum deposit of AED 100,000. At launch you pay the booking instalment, which ranges from 10% at Emaar's Valia to 20% at Nakheel's Palm Central and Bay Estate.
Second, you sign the SPA with the developer. The DLD's rules say the contract is signed by the developer and the purchaser, and must be registered in the provisional register within 90 days of signing.
Third, the developer registers the sale and you receive a provisional registration e-certificate, known as the Oqood. The DLD fee is collected at this stage.
Fourth, you pay the instalments on the schedule in your SPA, into the project's escrow account. At completion you pay the final instalment and take handover; title deeds in Dubai are issued by the DLD.

What does it cost on top of the price?
The main extra is the DLD registration fee. The DLD lists it as 2% of the sale value for the seller and 2% for the purchaser, plus AED 10 knowledge and AED 10 innovation fees. Its 2021 notice says the 4% is paid according to the seller and buyer's agreement, settled with the developer, who registers the sale. Every Dubai project page on our site tells buyers to add the full 4%.
Nakheel's price sheets also add admin fees, without a published amount, so ask for the figure in writing. Service charges start after handover; Dubai service charges are set each year in a budget approved by the DLD, and none of the Dubai launches below has published one yet.
The table shows the 4% fee on six launches, converted to sterling at the rate on our site for 29 October 2026 (AED 1 = £0.2046). Agency commission depends on how you buy, so ask who pays it before you reserve.
| Project | Price used | In GBP | DLD fee (4%) | Fee in GBP |
|---|---|---|---|---|
| Emaar South Golf Fields (Emaar) | AED 1.26M (1-bed) | about £258,000 | AED 50,400 | about £10,300 |
| Valia (Emaar) | AED 1.96M (1-bed) | about £401,000 | AED 78,400 | about £16,000 |

Can you sign and complete without flying to Dubai?
The DLD step doesn't need you there: the developer registers the sale, not you in person. Whether you can reserve and sign the SPA remotely depends on the developer, so ask before you reserve.
If someone else will sign for you, the DLD lists a power of attorney among the documents it accepts. A power of attorney signed in the UK and certified by a UK notary or solicitor can be legalised by the FCDO Legalisation Office, which checks the signature and attaches an apostille. The UAE may also require the document to be attested for use there, so confirm the current steps with the UAE Embassy in London and the developer before you sign.
Two practical points. Keep the scope of any power of attorney narrow, limited to this purchase. And ask the developer for its own process for overseas buyers, including how it verifies your identity and sends the SPA for signature. This is general information, not legal advice; use a UAE lawyer for the power of attorney.

How do you pay instalments from the UK, and what about the exchange rate?
Instalments are priced in dirhams and paid into the project's escrow account by bank transfer. Under Dubai's Law No. 8 of 2007, buyers' payments for off-plan units go into that account and can only be paid out for building the project. Use only the escrow details in your SPA, and confirm any change of bank details with the developer directly.
The dirham is pegged to the US dollar: the Central Bank of the UAE lists the rate at AED 3.6725 per dollar. Sterling is not pegged, so your cost in pounds moves with GBP/USD.
On Valia's 80/20 plan, the 20% completion payment is AED 392,000, about £80,200 at the October 2026 rate. A 5% move in sterling changes that one payment by about £4,000, and the whole AED 1.96M price by about £20,000. We can't say which way rates will move.

Do you pay UK tax on a Dubai property?
If you are UK resident, usually yes on the income and possibly on the gain. HMRC says UK residents normally pay UK tax on foreign income, and lists rental income on overseas property as an example. It is reported through Self Assessment. Some UK residents may be eligible for Foreign Income and Gains relief; before 6 April 2025 different rules applied to non-domiciled residents.
GOV.UK also says you may have to pay Capital Gains Tax even if the asset is overseas, and lists property that's not your main home among the assets it applies to.
The UK and the UAE have a double taxation convention, signed in 2016 and in force from 25 December 2016, and HMRC explains how to claim relief if you are taxed in more than one country. Your position depends on your residence and circumstances, so speak to a UK tax adviser before you buy. This is not tax advice.

Will an off-plan purchase get you a UAE Golden Visa?
It can if the property is worth at least AED 2M. The federal ICP guide offers a 10-year residency to investors who own UAE property worth at least AED 2M, or who buy one or more off-plan units worth at least AED 2M from an approved local real estate company.
The DLD's investor Golden Visa service asks for property bought for AED 2M or more, fully owned by the applicant, and requires you to be inside the UAE when you apply. It lists total fees of AED 9,884.75 for the 10-year permit, and accepts a mortgaged home with a bank no-objection letter.
On our examples, Emaar South's AED 1.26M and Valia's AED 1.96M one-beds fall below the threshold, while Palm Central's AED 2.7M one-bed and Chelsea Residences' AED 2.56M launch price are above it. Holding a UAE visa doesn't decide your UK tax position; that depends on the UK's own residence rules.

Quick answers
Do I need to live in Dubai to buy off-plan?
No. The DLD accepts a copy of a valid passport for non-residents when the developer registers the sale, and foreigners can buy in Dubai's freehold areas.
How much is the DLD fee on a Dubai off-plan purchase?
4% of the price, listed by the DLD as 2% seller and 2% buyer; Dubai developers on our site ask buyers to add the full 4%. On a AED 2.7M home that is AED 108,000, about £22,100 at the October 2026 rate.
What is the Oqood?
The provisional registration certificate the DLD issues once the developer registers your SPA, which must happen within 90 days of signing. It records you as the buyer of an off-plan unit.
Is rental income from Dubai taxed in the UK?
If you are UK resident, HMRC normally taxes foreign income, including rent from overseas property, reported through Self Assessment. Check your own position with a UK tax adviser.
Is the dirham fixed against the pound?
No. The dirham is pegged to the US dollar at AED 3.6725, so your sterling cost moves with GBP/USD.
